qemu-common.h: Document cutils.c string functions

Add documentation comments for various utility string functions
which we have implemented in util/cutils.c:
 pstrcpy()
 strpadcpy()
 pstrcat()
 strstart()
 stristart()
 qemu_strnlen()
 qemu_strsep()
