hw/misc/iotkit-secctl: Add remaining simple registers

Add remaining easy registers to iotkit-secctl:
 * NSCCFG just routes its two bits out to external GPIO lines
 * BRGINSTAT/BRGINTCLR/BRGINTEN can be dummies, because QEMU's
   bus fabric can never report errors
