tests/docker: fix DOCKER_PARTIAL_IMAGES

Browse source 
Finger trouble in a previous clean-up inadvertently set
DEBIAN_PARTIAL_IMAGES instead of DOCKER_PARTIAL_IMAGES. Also fix the
typo to debian-9-mxe.
