target/mips: Replace TARGET_WORDS_BIGENDIAN by cpu_is_bigendian()

Add the inlined cpu_is_bigendian() function in "translate.h".

Replace the TARGET_WORDS_BIGENDIAN #ifdef'ry by calls to
cpu_is_bigendian().
